This is false information.
According to this article at Snopes.com, an authority on the accuracy of urban legends and other commonly passed-on information, it is illegal for telemarketers using auto-dialers to call wireless phone numbers.
This information has been passed around in an email circulating for a number of years and is not accurate. The FCC already blocks most telemarketing calls to cellphones.
